when I click on the databases I get a "no data received" error and I cannot access any of the online databases.
This is not an error with your technology, this is a proxy issue.

In the mean time, there is a method to getting around the problem.
When you click on the database you want to open and you see the message "no data received", select the URL.
For example: "http://proxy.central.edu:2048/login?url=http://search.ebscohost.com/login.asp?profile=web&defaultdb=aph" (the url for Academic Search Premier). If you delete the first section of the URL before the second HTTP (http://proxy.central.edu:2048/login?url=) and then hit enter, you can override the proxy and get into the databases.
